Establishes the Legislative Governmental Mall Commission with nine voting members including two governor appointees, two Maricopa County supervisors appointees, two Phoenix mayor appointees, one each from state senate and house, the director of administration, and the historical advisory commission chair; advisory members from senate president and house speaker do not vote or count for quorum.

Transfers authority over governmental mall development, monuments, and memorials from the Department of Administration to the new Legislative Governmental Mall Commission, which must develop and maintain a comprehensive long-range general plan for the downtown mall area bounded by 19th Avenue, Van Buren Street, 7th Avenue, and Harrison Street.

Requires the commission to review and approve or disapprove requests for new structures, construction contracts, and modifications to existing monuments or memorials within the governmental mall to ensure consistency with the approved general plan.

Establishes the Museum Gift Shop Account within the existing museum gift shop revolving fund and directs the Secretary of State and museum director to create an outreach program for acquiring and selling Native American artwork made in Arizona, with surcharges supporting promotion of Native American artwork.

Repeals obsolete statutory provisions previously delegating governmental mall oversight to the Department of Administration and modifies reporting requirements for the state monument and memorial repair fund.
