Adds fentanyl and fentanyl mimetic substances to the definition of "threshold amount" for drug offenses, establishing nine grams as the threshold.

Modifies the threshold amount definition to include nine grams of fentanyl or fentanyl mimetic substances as a separate category comparable to heroin, cocaine, methamphetamine, and other controlled substances.

Updates the combination threshold provision to account for the new fentanyl threshold when determining charges for mixtures containing fentanyl along with other unlawful substances.

Applies retroactively to amend Arizona Revised Statutes section 13-3401 regarding drug offense definitions and penalties.

Became effective July 6, 2022, upon approval by the Governor.
