Amends Arizona Revised Statutes section 45-576 regarding certificates of assured water supply in active management areas.

Defines service area boundaries for water providers: cities/towns use municipal boundaries, improvement districts use district boundaries, and private water companies use corporation commission certificate boundaries.

Requires the director to assume these defined service areas when determining physical availability of groundwater for future wells in assured water supply determinations.

Makes technical word changes replacing "prior to" with "before" throughout the statute.
