Adds Arizona Revised Statutes Section 49-211 to establish state exclusive jurisdiction over water features within Arizona that lack a permanent surface connection to navigable waters.

Applies to water features that may contribute only a minor amount of surface water to navigable waters.

Relates to water quality control under Title 49, Chapter 2, Article 1 of Arizona law.
