Amends Section 45-468 to clarify that water providers delivering groundwater combined with surface water or effluent must estimate and account for groundwater withdrawals, with accounting showing amounts provided to each user class.

Adds Section 45-576.10 establishing that non-local water sources (groundwater from outside the active management area or stored water recovered within the area of impact) are deemed consistent with active management area goals.

Requires that if stored water recovered within the area of impact is used, the director shall not review physical availability of other water sources served by the municipal provider or included in existing assured water supply certificates.

Allows municipal providers to use non-local water sources mixed in the same system with Central Arizona Project water, surface water, effluent, or local groundwater without affecting the availability determination of the non-local source, independent of other supplies in the provider's system.
