Prohibits health care services plans from imposing prior authorization, step therapy, or other restrictive protocols on antiretroviral drugs prescribed to treat or prevent HIV/AIDS.

Applies the restriction to both private health care services plans (Section 20-3402) and Arizona's Medicaid program (Section 36-2907).

Requires health care services plans to allow at least one modality of medication-assisted treatment without prior authorization.

Ensures antiretroviral medications can be dispensed without delay or restrictions that could interfere with treatment access.
