Increases Arizona's minimum wage to $15 per hour effective January 1, 2023.

Changes the date for annual cost-of-living adjustments from January 1, 2021 to January 1, 2024, with increases continuing annually thereafter rounded to the nearest five cents.

Maintains the existing provision allowing employers to pay tipped employees up to $3.00 per hour less than minimum wage if tips bring total compensation to at least minimum wage.

Requires approval by at least three-fourths of members in each house of the legislature to take effect, per Arizona Constitution article IV, part 1, section 1.
