Repeals Title 9, Chapter 5, Article 8 of Arizona Revised Statutes (wireless structures provisions for cities and towns) and Title 11, Chapter 13 of Arizona Revised Statutes (wireless structures provisions for counties).

Removes references to repealed wireless structures articles from statutes governing cable operators and video service providers, including sections 9-1413, 9-1442, 11-1913, and 11-1942.

Amends section 9-506 to clarify that licensing authorities may levy fees on cable operators for microcell equipment under section 9-584 without offsetting against license fees.

Maintains existing provisions allowing video service providers and cable operators to attach Wi-Fi radio equipment to their networks in public streets and highways with local government permits.

Retains local government authority to manage public rights-of-way, exercise police powers, and impose taxes or fees on revenue from wireless services.
