Amends requirements for transportation network company drivers to submit applications including name, address, age, driver license number, driving history, vehicle registration information, and motor vehicle insurance information.

Requires transportation network companies to conduct criminal background checks including multijurisdiction criminal records searches and national sex offender registry checks for all applicants.

Allows vehicles ten years or less from manufacture year to submit a driver attestation that the vehicle meets state safety and emissions standards instead of requiring an annual brake and tire inspection by a qualified third party.

Prohibits drivers with more than three moving violations or one major violation in the preceding three years, or those convicted within seven years of serious offenses including DUI-related violations and crimes in specified chapters of Arizona law.

Requires transportation network companies to maintain records of criminal background checks and make them available to the department upon request.
