Prohibits local authorities and state agencies from using photo enforcement systems to identify violators of speeding, traffic control device violations, or related city/town ordinances.

Repeals sections 28-1202 through 28-1206 of Arizona Revised Statutes that previously governed photo enforcement systems and replaces them with a new section 28-1202 implementing the prohibition.

Removes the definition of "photo enforcement system" from section 28-601 and relocates it to section 28-1201 with clarification that it applies to violations of article 3 or 6 of the traffic code and local ordinances.

Eliminates the authority of unarmed police aides, private contractors, and traffic investigators to serve citations issued through photo enforcement systems for speeding or traffic control device violations.

Establishes legislative intent that law enforcement should remain in the hands of trained officers rather than private entities and that the purpose of enforcement is public safety, not revenue generation.
