Prohibits adjacent election precincts from being combined if their boundaries are included in election districts prescribed by law for state elected officials and political subdivisions, including community college districts.

Allows adjacent precincts to be consolidated only when the board of supervisors makes a specific finding that early voters will substantially reduce in-person voters at specific polling places, or when there are no candidates for elected office on the ballot.

Requires the board of supervisors to establish a reasonable and adequate number of polling places and ensure consolidated polling places are listed in separate sections of the official order or resolution.

Maintains existing provisions for voting centers, emergency voting centers, and designating alternative polling places within adjacent precincts only when no suitable location exists within the original precinct.

Preserves requirements for public notice, identification for voters, and maximum allowable wait times as established by the secretary of state.
