Eliminates emergency voting provisions that previously allowed qualified electors to vote between 5:00 p.m. Friday and 5:00 p.m. Monday before an election after experiencing an unforeseen emergency.

Removes authorization for county recorders to allow voter registration information updates at emergency voting centers and during emergency ballot procedures.

Deletes provisions permitting special election boards to deliver ballots to hospital patients admitted after the second Friday before an election who sign statements under penalty of perjury describing their emergency.

Eliminates emergency voting centers as a polling place option that counties could establish by board resolution for specific election dates.

Retains existing early voting procedures, on-site early voting locations, and special election boards for voters confined due to illness or disability who request ballot delivery by the second Friday before an election.
