Establishes a school health program within the Department of Education to support costs of placing school nurses and school psychologists on school campuses.

Allows school districts and charter schools to apply for up to three fiscal years of funding by submitting program proposals to the Department of Education on or before April 15, with options to submit modified spending plans in subsequent years.

Requires program proposals to include detailed descriptions of school health needs, implementation plans, community resource relationships, evaluation methods, confidentiality policies, parent notification procedures, and referral processes.

Directs the Department of Education to review and approve proposals in cooperation with school administrators, principals, teachers, parents, medical professionals, and community mental health professionals, with authority to prioritize proposals from districts/schools sharing costs.

Requires the Department of Education to submit an annual report by November 1 to legislative leaders and the governor on program activities, participants, and impact data, with appropriated funds exempt from lapsing and unused funds reverting to the program for distribution in following fiscal years.
