Amends Arizona Revised Statutes section 42-17105 to allow cities and towns to amend their budgets during the fiscal year by following budget requirements in the statute.

Removes the requirement that budget amendments be adopted on or before the third Monday in July each year.

Specifies that amended estimates adopted through a budget alteration constitute the amended budget for the current fiscal year.

Maintains the restriction that total proposed spending in amended budgets cannot exceed the total amounts proposed in published estimates.
