Establishes September 11 as "9/11 education day" in Arizona, designating it for age-appropriate education on the terrorist attacks of September 11, 2001, though it is not a legal holiday.

Requires each public school in Arizona to dedicate a portion of the school day to instruction about the September 11, 2001 terrorist attacks on 9/11 education day.

If September 11 falls on a Saturday, Sunday, or a day when public schools are not in session, the preceding or following school day shall be observed as the holiday instead.

Directs the state board of education to develop a list of recommended resources for age-appropriate 9/11 education that align with academic standards and allows schools to recommend additional resources.

Authorizes the state board of education to develop policies or adopt rules to implement the 9/11 education day instruction requirement.
