Adds new subsection allowing political subdivisions to apply for up to $1,000 reimbursement for necessary expenses from approved search or rescue operations that are not eligible under other provisions.

Updates section 48-3609 concerning floodplain management and regulations, including technical corrections to language and eligibility requirements for disaster relief based on floodplain regulation compliance.
