Repeals Arizona Revised Statutes section 15-911, which previously imposed expenditure limitations on school districts.

Amends section 15-1285 to exempt monies received by school districts and career technical education districts from budgetary, expenditure, or revenue control limits that would restrict their ability to accept or expend those funds.

Removes references to school districts from section 41-563 (expenditure limitations determination), eliminating the aggregate expenditure limitation framework for all school districts.

Modifies sections 12-262, 17-266, 22-117, 42-5010, and 42-5010.01 with technical corrections and clarifications regarding terminology and statutory references.

Act becomes effective only if Arizona voters approve a constitutional amendment repealing school district expenditure limitations at the next general election, with applicability to fiscal years beginning June 30, 2023 or later.
