Amends Arizona Revised Statutes Section 9-812 to allow cities and towns located in counties with a population of 4 million or more to post required notices on their website as an alternative to newspaper publication.

Requires cities and towns that post notices on their website to provide a prominent link on the website's home page to a listing of all current notices and ordinances.

Maintains existing requirements for cities and towns to publish notices in newspapers printed and published within the city, town, or county, or allows them to use the new website posting option if located in a qualifying county.

Clarifies that private persons funding ordinances enacted on their behalf remain responsible for publication expenses and may designate the newspaper.

Extends website posting requirements to notices and resolutions that require newspaper publication under Arizona's title 48, chapter 4, unless otherwise specified in that statute.
