Extends party affiliation requirements to election board clerks, requiring clerks to meet the same political party affiliation standards currently applied to inspectors, marshals, and judges.

Specifies that clerks must not have changed their political party affiliation or no party preference affiliation since the last preceding general election.

Applies party affiliation requirements to clerks appointed under all provisions of election board establishment, including for nonpartisan elections and boards with fewer than three hundred qualified electors.

Maintains existing exemptions for minors aged 16-17 serving as clerks, who are not subject to voter eligibility requirements but must meet other supervision and training conditions.
