Allows dealers to charge a maximum fee of $20 to cover administrative costs for facilitating firearm transfers between unlicensed individuals.

Exempts law enforcement, military personnel, gunsmiths conducting repairs, common carriers, shooting range loans, lawful hunting loans, inheritance by non-prohibited possessors, antique firearms, and immediate family gifts from the dealer requirement.

Classifies violations of the dealer requirement as a class 5 felony.
