Establishes the Election Integrity Commission consisting of 13 members appointed by the Governor, Secretary of State, legislative leaders, and county election officials.

Commission shall conduct biennial reviews of Arizona's election laws and procedures beginning in 2023 to ensure statewide election integrity, clarify inconsistencies, ensure county uniformity, and provide election finality and transparency.

Commission must submit findings and recommendations to the Governor, Secretary of State, and legislative leaders by December 1 of each odd-numbered year and make reports public.

Commission members are unpaid but eligible for expense reimbursement, with initial terms staggered to end in 2024, 2025, and 2026.

Commission terminates on July 1, 2032.
