Amends section 16-452 of Arizona Revised Statutes regarding election procedures and the secretary of state's instructions and procedures manual.

Requires the instructions and procedures manual to provide for transparency and election security to the maximum extent allowed by law.

Establishes that if any provision of the instructions and procedures manual conflicts with any statute, the provision is unenforceable and the statute prevails.

Authorizes the legislature, in addition to the secretary of state, to provide personnel who are experts in electronic voting systems to field check and review voting systems and recommend changes.

Requires the secretary of state to report recommended statutory and procedural changes regarding electronic voting systems and security to the speaker of the house and president of the senate.
