Establishes that knowingly collecting voted or unvoted early ballots from another person is a class 4 felony, with exceptions for election officials, postal workers, family members, household members, and caregivers.

Prohibits offering, providing, receiving, or possessing consideration in exchange for voted or unvoted ballots, each violation classified as a class 5 felony.

Makes it a class 5 felony to knowingly solicit ballot collection by misrepresenting oneself as an election official or operating unofficial ballot drop-off sites.

Requires anyone who collects ballots to deliver them to an election official, U.S. Postal Service, or other entity legally allowed to transmit mail; failure to do so is a class 5 felony.

Creates an election integrity unit in the Attorney General's office to investigate complaints (including anonymous complaints) about early ballot collection violations and requires annual reporting to the legislature and governor.
