Creates a three-year competitive grant program administered by the Department of Administration in consultation with the Arizona Health Care Cost Containment System to fund technology solutions enabling hospital electronic medical records systems to interface and communicate.

Requires the grant-funded technology to comply with HIPAA privacy standards, provide real-time synchronous data exchange of clinical data including lab results and images, support proactive alerts, and enable both synchronous and asynchronous communication between health care providers.

Appropriates $12,000,000 from the state general fund for each of fiscal years 2022-2023, 2023-2024, and 2024-2025 to support hospital interconnectivity grants.

Requires grant recipients to submit annual reports by July 1 of each fiscal year documenting metrics, cost savings, time savings, and HIPAA compliance to legislative leadership and relevant state directors.

Program sunsets on June 30, 2026, with any unexpended funds reverting to the state general fund.
