Repeals and amends section 41-1279.03 of Arizona Revised Statutes concerning the auditor general's powers and duties.

Adds new duty requiring the auditor general to review processes and statutory compliance for maintaining the statewide voter registration database, county early voting lists, and county voter registration databases, including registration cancellations.

Requires the Secretary of State and county recorders to notify the auditor general in writing of total expenditures for voter registration programs and events, including descriptions and any political party affiliations, as well as their attendance and use of third-party data.

Directs the auditor general to submit findings reports on voter registration database compliance to the President of the Senate and Speaker of the House of Representatives by June 30 of each even-numbered year.

Appropriates $500,000 from the state general fund in fiscal year 2022-2023 to the auditor general for voter registration database review purposes, with the appropriation exempt from lapsing provisions.
