Establishes minimum direct care staff-to-resident ratios for nursing care institutions: 1 certified nurse aide per 8 residents (day shift), 1 staff member per 10 residents (evening shift), and 1 staff member per 14 residents (night shift).

Requires at least half of evening shift direct care staff to be certified nurse aides who sign in and perform certified nurse aide duties; all night shift direct care staff must sign in as certified nurse aides and perform those duties.

Exempts nursing care institutions from increased staffing ratios for 9 consecutive shifts following any expansion of resident census.

Rounds staffing calculations to the next whole number when ratios result in at least 0.51 of a staff member, based on midnight census for the shift day.

Excludes pediatric long-term care facilities from these requirements and does not restrict institutions from exceeding minimum staffing levels.
