Reduces the timeframe for agency review of rules adopted under onetime rulemaking exemptions from one year to six months after adoption.

Changes the deadline for councils to require rule amendments or repeals from six months to ninety days after council consideration of the agency's report.

Removes language requiring agencies to publish otherwise exempt rules or provide public comment opportunities as part of the additional process compliance analysis.

Maintains all existing requirements for agency rule review reports, including analysis of effectiveness, economic impact, scientific validity, and consistency with statutes and federal law.

Preserves the automatic expiration process for rules when agencies fail to submit required reports by the deadline or fail to meet council-imposed amendment/repeal deadlines.
