Amends Arizona Revised Statutes sections 9-1451 and 11-1951 to clarify jurisdiction of the office of administrative hearings over video service provider disputes involving local governments and counties.

Excludes matters arising under federal law, including the Communications Act of 1934 and other federal statutes, from the office of administrative hearings' jurisdiction; such matters may be brought before the Federal Communications Commission or federal court.

Requires the office of administrative hearings to adopt uniform rules for hearing video service provider complaints that apply equally to local governments and counties.

Establishes that the office of administrative hearings shall collect fees from complaints and deposit them into the video service provider complaint fund to administer hearings and related duties.

Specifies that superior court appeals of administrative law judge decisions shall be trials de novo and that moving for rehearing is not required before seeking judicial review.
