Establishes the Career Technical Adult Education Fund consisting of legislative appropriations, gifts, grants, and donations, with the Department of Education administering the fund and retaining up to 3 percent for administration costs.

Authorizes the Department of Education to award grants from the fund to career technical education districts for tuition assistance to adult learners and capital expenditures to support programs and maintain industry-standard facilities.

Appropriates $5,000,000 from the state general fund in each of fiscal years 2022-2023, 2023-2024, and 2024-2025 to the Career Technical Adult Education Fund.

Allows the Department of Education to adopt policies and procedures to manage the fund and establish grant applications in collaboration with career technical education districts.

Exempts appropriations from lapsing provisions, except that any unexpended or unencumbered monies in the fund revert to the state general fund on July 1, 2025.
