Allows person who is otherwise qualified to register to vote during the 28 days immediately preceding an election if they have been a resident of the county and precinct for at least 29 days.

Permits voter registration on election day at polling places upon completion of a registration form and proof of residence.

Restricts election day and 28-day prior registrants to provisional ballots only, and limits their voting eligibility to federal offices, statewide and countywide offices, and the legislature (not partisan primaries until 29 days after registration).

Modifies driver license registration to make voter registration automatic unless applicant declines within 21 calendar days of receiving notice of the opt-out process.

Takes effect December 31, 2022.
