• Amends soil remediation standards to clarify that environmental use restrictions apply to sites remediated under department programs, settlements, or orders.

• Removes dry well registration provisions from the water quality fee fund by repealing section 49-332 and related statutes governing underground injection control and dry wells.

• Changes air quality standards for off-road vehicles and golf cart engines from mandatory ("shall") to discretionary ("may") adoption by the department.

• Repeals Laws 2001, chapter 371, section 20 and amends Laws 2017, chapter 295, section 3 to extend the conditional enactment deadline for gasoline fuel formulation requirements from July 1, 2022 to July 1, 2024.

• Conveys one square mile of real property (Section 32, township 4 South, range 1 West, Maricopa County) from the Department of Environmental Quality to the Department of Administration.
