Changes "permitted" to "allowed" for public attendance at meetings of public bodies.

Requires all public bodies to provide both written minutes and audio or audiovisual recordings of all meetings, including executive sessions.

Mandates public bodies post audio or audiovisual recordings (or direct links) and approved minutes on their website within three working days of meetings and three days following approval of minutes, respectively.

Creates exemption for agricultural entities formed under title 48, allowing them to provide only written minutes instead of recordings, and exempts them from the website posting requirements in subsection D.

Extends the required retention period for posted materials on websites from one year to three years after the date of posting.
