• Adds section 21-316 to Arizona Revised Statutes establishing peremptory challenge limits for criminal trials
• Defendants charged with capital offenses are entitled to ten peremptory challenges
• Defendants charged with non-capital offenses are entitled to four peremptory challenges in superior court or two in limited jurisdiction courts
• When multiple defendants are tried together, each defendant receives one-half the standard number of peremptory challenges, with no additional challenges for the state
• Declared an emergency measure effective immediately upon passage
