Establishes the Student-led School Clubs Study Committee with legislative members from both parties in equal numbers, plus appointed students and parents from charter schools and school districts.

Committee cochairpersons are appointed by the majority and minority leaders of the House of Representatives.

Committee shall study and recommend legislative proposals requiring publicly funded schools to allow student-led school clubs to operate and recruit on campus under fair conditions.

Schools cannot disallow clubs based on religious views, political views, or peer support for LGBTQ community, disability community, racial or cultural groups, unless constitutional violations would occur; schools may only disallow clubs that promote violence, hate, distrust or disrespect.

Committee must submit report of findings and recommendations by July 1, 2023, to the governor, president of senate, and speaker of the house; the section repeals December 31, 2023.
