Requires state agencies and political subdivisions to consider electric vehicles and their long-term maintenance and fuel costs when evaluating total costs for new motor vehicle purchases.

Allows counties, cities, and towns to apply to the Department of Administration for reimbursement of the difference between what they spent on electric vehicles versus what they would have spent on fossil fuel vehicles.

Department of Administration may establish a reimbursement cap for each political subdivision and reimburses requests on a first-come, first-served basis.

Appropriates $1,000,000 from the state general fund in fiscal year 2022-2023 to the Department of Administration for electric vehicle reimbursement to political subdivisions.

Makes the appropriation exempt from lapsing provisions, allowing unused funds to carry forward to future fiscal years.
