Prohibits emergency medical care technicians from providing presumptive diagnoses to patients as a basis for counseling them to decline emergency medical services transportation.

Prohibits counseling patients to decline emergency medical services transportation except through specific alternate destination or treat-and-refer programs with quality management and medical direction oversight.

Requires emergency medical care technicians to explain to patients the risks and health consequences of refusing transport.

Allows technicians to inform patients of their right to accept or decline services, provided this is not done coercively.
