Creates Arizona beekeepers special plates that may be issued if a person pays $32,000 to the Department of Transportation for implementation by December 31, 2022.

Establishes a $25 annual fee for the special plates, with $8 designated as an administration fee for the state highway fund and $17 as a donation to the Arizona beekeepers special plate fund.

Establishes the Arizona beekeepers special plate fund to receive donations; the first $32,000 collected shall reimburse the implementation fee payer, and up to 10% of annual monies may be used for fund administration.

Directs the department director to annually allocate remaining fund monies to a qualified 501(c)(3) charitable organization that has existed since 2017 and focuses on teaching beekeeping methods, promoting apiculture research, and conducting public education about honey bees.

Allows the director to permit Arizona beekeepers special plates to be combined with personalized special plates, subject to applicable fees.
