Allows faculty members and registered students at public universities and community colleges to carry firearms on campus if they possess a valid concealed carry permit (issued under section 13-3112) and register with the institution's administration.

Requires public universities and community colleges to adopt and enforce guidelines for responding to active shooter incidents, which may be modeled after FBI or Department of Homeland Security protocols.

Prohibits the chief administrative officer, Arizona Board of Regents, or community college district governing boards from adopting policies that restrict or prohibit permitted firearm carrying by faculty and registered students.

Adds an exemption to misconduct involving weapons charges for faculty members and registered students of public universities or community colleges who carry firearms in compliance with these new provisions.

Clarifies that educational institutions cannot prohibit lawful possession or carrying of deadly weapons on public rights-of-way or in personal vehicles on institutional property.
