Requires a six-month advance written notice to the board of supervisors before petitioners can obtain signatures on an incorporation petition, with public notice published for two consecutive weeks.

Allows uninhabited, rural, or farm lands to be included in incorporation areas if the land has been platted and approved for housing or commercial development, or if the current owner provides written notarized consent.

Permits incorporation in urbanized areas around cities with 5,000+ residents (within 6 miles) or smaller cities (within 3 miles) if the proposed area has 15,000+ residents and exceeds the population of the opposing city.

Adds provisions allowing planned community associations during declarant control to request exclusion from proposed incorporation areas after petition submission, without requiring resubmission if the remaining area still meets population qualifications.

Clarifies that "uninhabited" land includes property owned by mining or metallurgical companies for incorporation qualification purposes.
