Amends section 45-453 to add reference to section 45-598 and director-adopted rules governing groundwater withdrawal outside active management areas.

Expands section 45-598 to establish spacing rules for new wells and replacement wells in groundwater basins experiencing declining groundwater levels, in addition to existing rules for active management areas.

Requires wells with pump capacity exceeding 35 gallons per minute in declining basins to comply with spacing rules adopted by the director, or alternatively follow active management area criteria.

Permits qualified groundwater users to construct new wells in declining basins if the well location complies with director-adopted rules and the user obtains a permit under section 45-599.
