Removes the requirement that state environmental laws and standards be no more stringent than corresponding federal law unless specifically authorized by the legislature.

Requires the director to establish drinking water aquifer water quality standards for five specific pollutants: perfluorooctanesulfonic acid, perfluorooctanoic acid, chromium-6, 1,4 dioxane, and other perfluoroalkyl and polyfluoroalkyl substances detected in public water systems.

Directs the department to review standards adopted by other states and peer-reviewed science when developing the required drinking water standards, with annual reviews of latest scientific evidence.

Requires standards to be protective of public health, including vulnerable subpopulations such as pregnant women, nursing mothers, infants, and children.

Makes minor clarifying edits to Arizona Revised Statutes sections 49-104 and 49-223 regarding environmental department powers and aquifer water quality standards.
