Establishes a moratorium on constructing new wells in the upper San Pedro groundwater basin and Verde Valley groundwater subbasin, effective upon passage of this section.

Prohibits the Department of Water Resources from issuing permits or drilling cards for new wells in these basins, except for replacement wells as defined by director rules.

Exempts wells that the director determines will not pump the subflow of a river system or other water source from the moratorium.

Exempts wells constructed after completion of the general adjudication of water rights in the Gila River from the moratorium.
