Expands groundwater reporting requirements to persons who withdraw from nonexempt wells outside active management areas and irrigation non-expansion areas, with exemptions for small-scale irrigation uses on ten or fewer contiguous acres not part of integrated farming operations.

Extends water measuring device requirements to nonexempt wells in locations outside active management areas and irrigation non-expansion areas, subject to the same exemptions as apply to small withdrawals and small-scale irrigation uses.

Adds new reporting subsection (L) requiring persons withdrawing groundwater from nonexempt wells outside active management areas to report well location, quantity withdrawn, fuel/electricity consumed, groundwater uses, and quantities used.

Makes technical corrections throughout the groundwater code including grammatical changes (replacing "which" with "that," "upon" with "on," and "prior to" with "before") and updating regulatory cross-references.

Updates section 45-2602 to reference December 14, 2007 as the establishment date for southside protection zones and corrects subsection citations for reporting and penalty provisions.
