Establishes a veteran housing trust fund administered by the Arizona Department of Veterans Services, funded with $1,000,000 annually from unclaimed property revenues, to finance housing projects and rental assistance for homeless veterans.

Increases unclaimed property deposits to the seriously mentally ill housing trust fund from $2,000,000 to $3,000,000 annually and to the housing trust fund from $2,500,000 to $3,500,000 annually.

Creates a locator registration system requiring unclaimed property locators to register with the Department of Revenue, pay registration fees, and undergo background checks; denies registration to those convicted of felonies involving dishonesty, fraud, or breach of fiduciary duty within the prior ten years.

Allows registered locators to access unclaimed property account information in searchable electronic format for a department-determined fee, but prohibits sharing that information with other locators or persons for compensation.

Revises agreements to locate unclaimed property to permit enforceable contracts if they meet specific requirements (written, lists account numbers, describes services, signed by claimant, states property values) and limits locator fees to 30 percent of recoverable property value.
