Amends Arizona Revised Statutes section 26-303 to establish that a proclaimed state of emergency automatically terminates 14 days after proclamation unless the governor calls a special legislative session before that deadline.

Allows a state of emergency to terminate by proclamation of the governor or by concurrent resolution of the legislature, in addition to the 14-day automatic termination provision.

Prohibits emergency powers from imposing restrictions on lawful possession, transfer, sale, transportation, carrying, storage, display or use of firearms, ammunition, or ammunition components.

Requires state agencies, cities, towns, or counties to provide written notice of noncompliance and 30-day notice of intent before suspending or permanently revoking a business license for non-compliance with emergency orders.

Requires demonstration by clear and convincing evidence that a business caused disease transmission through willful misconduct or gross negligence before permanently revoking a license related to disease control orders.
