Establishes the elderly assistance fund administered by the Department of Aging and provides continuous appropriation of $7,000,000 annually from the state general fund beginning in fiscal year 2022-2023.

Distributes fund monies proportionately to area agencies on aging that participate, to reduce up to 60 percent of property taxes on qualified individuals' primary residences.

Requires area agencies on aging to approve assistance applications based on greatest social and economic need, with authority to provide emergency approval for up to three tax years (maximum two consecutive) for individuals not otherwise qualified.

Allows area agencies on aging to retain up to 10 percent of monies for administrative costs in the first year and 5 percent in subsequent years; permits the department to retain up to 5 percent of fund monies for administration.

Requires participating area agencies on aging to report annually by November 1 on number of assisted individuals, total and average assistance amounts, and application data; requires the department to submit compiled report to governor, legislature, and secretary of state by December 31.
