Allows the department to issue certificates of title without registration for vehicles that are physically present or purchased in Arizona, expanding eligibility beyond just vehicles physically present in the state.

Extends the timeframe for obtaining a new certificate of title after purchasing a vehicle from a motor vehicle dealer from 30 days to 90 days.

Simplifies vehicle registration application requirements by allowing a unique identifier such as a driver license number instead of requiring complete residence address information, and permits the department to request additional facts only when it has reasonable suspicion of fraud.

Creates a new "free return period" provision allowing motor vehicle dealers to offer customers a return option and providing dealers 90 days after the return period expires to comply with title transfer requirements.

Allows motor vehicle dealers' records to be maintained in electronic format and permits records to be kept at any place of business; authorizes directors to issue temporary registration plates when circumstances justify the issuance beyond the standard limitations.
