Adds exemption to Arizona law allowing persons to remove and reinstall manufacturer's serial or identification numbers on motor vehicles manufactured before 1981 if reasonably necessary for repair or restoration, unless the vehicle is known or reasonably believed to be stolen.

Applies exemption to violations under A.R.S. § 28-2531 (registration violations involving serial number removal), § 28-4593 (altering serial or identification numbers), and § 28-4594 (contraband seizure and disposition).

Exemption applies to both the class 5 felony for intentionally removing or possessing removed serial numbers and the class 3 misdemeanor for knowingly removing or defacing serial numbers without department permission.

Modifies contraband seizure procedures to exclude items where manufacturer's serial numbers were removed and reinstalled in compliance with the repair or restoration exemption.
