• Creates a new provisional concealed weapons permit for Arizona residents ages 18-20 that allows them to carry concealed weapons before reaching age 21.

• Provisional permit applicants must meet the same qualifications as regular permit holders, including demonstrating firearm competence, passing background checks, and not being prohibited possessors.

• Provisional permits are valid for three years and automatically convert to a standard five-year concealed weapons permit on the holder's twenty-first birthday if they remain eligible.

• Adds provisional concealed weapons permit holders as an exemption to the prohibition on carrying concealed weapons under age 21 in section 13-3102.
