Establishes an Election Integrity Fund administered by the state treasurer consisting of legislative appropriations to be used by county recorders for election security, cybersecurity measures, improvements, and additional staffing.

Appropriates $12,000,000 from the state general fund in fiscal year 2022-2023 to the Election Integrity Fund with distribution limits per election cycle: $3,000,000 to Maricopa County, $1,000,000 to Pima County, and up to $8,000,000 to counties with populations under one million on a pro rata basis by registered voters.

County recorders must apply for fund monies, which are subject to review and approval by the state treasurer before payment.

Fund monies are exempt from lapsing of appropriations requirements under Arizona Revised Statutes section 35-190.

Repeals the previous section 16-604, Arizona Revised Statutes, and Laws 2021, chapter 405, section 48.
